Founded in 1987, Partners for Otoe County (P4OC), a registered trade name for People United For Families, is a non-profit organization dedicated to building a healthy community where every child and family thrives.  P4OC collaborates with individuals, organizations, local businesses, institutions, and agencies to take responsibility for improving the health and quality of life in our community.

Partners for Otoe County serves people who work, live or attend school in Otoe County, NE  including the communities of Nebraska City, Syracuse, Palmyra, Talmage and surrounding rural areas.
